建议新增权限：修改审核通过的种子 | 最低允许等级：管理员允许再次编辑审核通过后的种子。

防止用户在种子审核通过后恶意更改种子信息，如：添加广告、删改信息
防止发布员等级用户出于个人利益，取消管理员设置的零魔标签
